Q-RILE’s goal is to work with the citizens of Quincy, the Mayor, and the City Council to enact an ordinance to Register, Inspect, and License residential rental properties in the City of Quincy, Illinois.
Q-RILE is a movement dedicated to enacting into law a Rental Registration, Inspection, and Licensing Ordinance for the city of Quincy IL. Our mission is to create a level playing field for tenants and landlords.

Q - Is this a new petition - I recall a similar effort from a couple of years ago.
A - It is a new effort that our small committee started in February of 2023. We are about half way through the project and are now at the signature gathering stage for our petition. We’ll be collecting signatures through November 2024.
Q - Will this ordinance cause my taxes to be raised to fund it?
A - We constructed the ordinance wording and fee structure to be self-funding. If the council passes the ordinance “as is”, there will be a steady influx of funding.
Q - Who is running this campaign?
A - QRILE is a non governmental organization run and financed completely by our three members: Martha Walden, Cathy Frederick, Brennan Hills.
Q - Will landlords retaliate if the ordinance is passed by eviction, or other nefarious acts?
A - Though we cannot control the actions of individuals, the fact that an ordinance would be on the books with legal implications for landlords to adhere to is likely to stop any overt negative actions by them.
Q - Will landlords raise rent because they now have to pay fees which increase their cost of doing business?
A - It is possible. But given that many different types of expenses (and possibly the registration and licensing fees) can be written off on their business taxes, it would not not be an honest move.
Q - Can I still file the Minimum Housing Complaint Form?
A - Yes you can.
Q - How many rental properties are considered out of code compliance?
A - It is an unknown number as currently the city does not have a database of rental properties. Our proposed ordinance provides for Registration of rental properties as well as Inspection and Licensing.
Q - What are the code violations that are most common in Quincy?
A - It varies. But anything from structural issues that are hazardous, to electrical, plumbing, missing windows, no locks on doors, holes in roof - the list goes on.
Q - Will the ordinance be in effect for the county and township?
A - No, this ordinance will apply to the City of Quincy only.
